Mr. Leroy D. Alloway
Director of Community Relations
Alamo Regional Mobility Authority


Mr. Leroy Alloway serves as the Director of Community Relations for the Alamo Regional Mobility Authority, the local entity responsible for improving mobility by accelerating needed transportation projects to deliver congestion relief and enhance the economic vitality of the region.
 
In this role, Mr. Alloway oversees all public involvement, education, marketing, and business development programs for the Alamo Regional Mobility Authority.
 
Mr. Alloway previously served as Public Information Manager for the Alamo Regional Mobility Authority. Prior to joining the Alamo Regional Mobility Authority, Mr. Alloway served as Chief of Staff to Councilman Art Hall, a member of the San Antonio City Council, overseeing public policy and administration for both the City Hall and Constituent Field Offices.
 
While serving in Councilman Hall’s Office, Mr. Alloway’s primary policy focus areas were in transportation policy, infrastructure funding, organizational governance, and economic development.
 
During his tenure with Councilman Hall’s office, Mr. Alloway oversaw a number of key initiatives including the creation of the first Senior Multi-Service Health and Resource Center in San Antonio; a comprehensive reconstruction of the City of San Antonio’s Board and Commission guidelines and processes; and served as the principle liaison between the Councilman’s office and key economic generators within Northwest San Antonio.
 
Prior to joining Councilman Hall’s staff, Mr. Alloway had served Councilwoman Bonnie Conner as Constituent Director, interned with the Executive Office of the President of the United States within the Office of the United States Trade Representative, and has served in a number of civic leadership roles.

Mr. Alloway also serves as an adjutant instructor of political science for Texas Lutheran University. 

Mr. Alloway is a graduate of Leadership San Antonio Class XXXIII, a program of the Greater San Antonio Chamber of Commerce and the San Antonio Hispanic Chamber of Commerce. He is the 2009 Chair of the Board of Directors of
VISION- San Antonio, a young professional organization in San Antonio representing over 1,000 members.
 
Mr. Alloway holds a Bachelors Degree in Political Science from Texas Lutheran University and a Masters Degree in Public Administration from the University of Texas at San Antonio.
