Ms. Terry M. Brechtel

Ms. Terry M. Brechtel serves as Executive Director of the Alamo Regional Mobility Authority, the local entity responsible for improving mobility by accelerating needed transportation projects to deliver congestion relief and enhance the economic vitality of the region.
Ms. Brechtel also served as City Manager for the City of San Antonio, Texas, the eighth largest City in the United States. In this capacity, she served as Chief Executive Officer directed in policies determined by City Council. She oversaw an annual consolidated budget of more than $1.5 billion serving a community of more than 1.2 million residents across 450 square miles. Ms. Brechtel provided leadership and direction to City departments that included more than 12,000 employees.
Under Ms. Brechtel’s leadership, the City overcame four challenging budget deficits by prioritizing and reorganizing City services to improve efficiency and effectiveness. Her tenure as City Manager is highlighted by several significant economic development accomplishments. Brooks Air force Base transitioned to Brooks City Base becoming the first City to successfully negotiate an agreement with the Department of Defense. Toyota Motor Manufacturing selected San Antonio to locate their fifth automotive manufacturing plant in North America. The San Antonio International Airport embarked upon a $450 million capital improvement program to redevelop concessions and begin terminal and parking expansion.
In the financial arena, over one billion dollars in new money, refunding of general obligation debt and revenue bond debt was transacted with upgrades to the City’s bond ratings. The citizens approved a $150 million general obligation bond program providing funds for basic infrastructure and significant upgrades to the City’s emergency management and security measures including a new emergency operations center.
Ms. Brechtel, a City employee for more than ten years, also served as Executive Director of Administrative and Financial Services, Director of Budget and Management Analysis and Director of Budget and Employee Services.
Ms. Brechtel is a member of the Greater San Antonio Chamber of Commerce where she serves on the Economic Development and Public Affairs Committees.
She currently serves as Chair of the Finance San Antonio Ad hoc Committee of the City Council and Board of Trustees for United Way. She has served as Leadership Chair for the American Heart Association’s Go Red for Women Campaign.
Ms. Brechtel is a member of the Texas Women’s Forum and was inducted into the San Antonio Women’s Hall of Fame in 2002.
She was awarded the Hildalgo de San Antonio de Bejar in 2004, a distinct achievement award for public service to the community.
