Mr. Patrick L. Irwin, P.E.
Director of Engineering and Operations
Alamo Regional Mobility Authority


Mr. Patrick L. Irwin, P.E., serves as Director of Engineering and Operations for the Alamo Regional Mobility Authority, the local entity responsible for improving mobility by accelerating needed transportation projects to deliver congestion relief and enhance the economic vitality of the region.

In this role, Mr. Irwin oversees all engineering design and proposed operations of the added capacity tolled lane system within Bexar County.

A native of San Antonio, Mr. Irwin has been involved with engineering and transportation projects for over 30 years, bringing a wealth of knowledge to the Alamo RMA.

Mr. Irwin previously served with the Texas Department of Transportation, where, in 1992 he was appointed Director of Transportation Operations for the San Antonio District, a position he held until joining the staff of the Alamo RMA.

In this position, he was responsible for the development of the San Antonio Traffic Management System, also known as TransGuide.

TransGuide was honored numerous times as the most advanced transportation management system in the United States, including the ITS American Board Chair Award (1995) and was selected as a Model Development Initiative Site.

Mr. Irwin continues to be highly sought after as a resource for local, state, and federal government agencies, and has provided consultation services to 16 foreign countries regarding transportation management and the use of information technology within transportation management.

He has served as a mentor for graduate students in Advanced Transportations Studies at Texas A & M University and has served as a resource for the USDOT’s Peer-To-Peer Program. He has published papers in the fields of both transportation operations and transportation management. He also supports the Texas Transportation Federal Credit Union as a Director, Rotary Club past president and a past Superintendent of the Walter Gerlach Junior Livestock Show and Sale.

In 1995, Mr. Irwin was honored with the Texas Department of Transportation’s High Flyer Award, an award given for innovative risks in supporting the department’s mission of providing safe, effective, and efficient movement of people and goods.

Mr. Irwin holds a Bachelor’s Degree in Civil Engineering from Texas A&M University and is a professional licensed engineer in the State of Texas.
